Richard Bank is president of Millennium International Consultants. His career spans more that three decades as an attorney, a diplomat and an international consultant. He has worked with US and foreign clients in the United States, Europe, Asia, South America and the Middle East.

 

Richard is a former senior official at the U.S. Department of State, and brings a unique perspective to matters involving the inter-governmental aspects of doing business, cross-border issues, political risk evaluation, international negotiation and dispute resolution.

 

At the State Department, Richard developed and implemented U.S. international shipping policy and supervised diplomatic activity in connection with the shipping, supply chain and transportation-related trade practices and policies of foreign governments. He maintained liaison with U.S. and foreign transportation and trade officials in regard to commercial and U.S.- sponsored relief programs. He testified before U.S. Senate and House committees on major legislation, and chaired numerous U.S. delegations in bilateral and multilateral negotiations and conferences. Richard headed U.S. delegations to the UN’s International Maritime Organization (IMCO/IMO) and the UN Conference on Trade and Development (UNCTAD) and for six years led the U.S. delegation to the OECD Maritime Transport Committee. In his UNCTAD activities, he was instrumental in resolving issues of transport and supply chain between the developed economies and developing states.

 

Since leaving the Department of State, Richard has worked with clients as an attorney and senior partner with a major international law firm, and as a consultant employing his understanding of the essential confluence of issues which involve business, governments and national and international regulatory structures. He has worked to resolve thorny cross-border issues which had created or would create roadblocks in the path of efficient commercial and NGO-related operations.

 

Richard has written articles on international business, government relations, supply chain security and transportation/logistics which have been published in industry-related publications and academic journals. He has been a speaker and moderator at numerous conferences and meetings worldwide. He is an active member of the Council of Supply Chain Management Professionals, and has chaired conference tracks on supply chain issues in emerging markets.

Millennium International Consultants is a Washington, DC-based consulting firm that focuses on commercial, governmental and international issues with particular emphasis on transportation, logistics/supply chain and international security issues. Since its founding in 1997, Millennium has assisted clients in developing solutions and programs to address a variety of cross-border supply chain, operational and organizational matters. These include political and commercial risk analysis, strategic sourcing analysis and program development, embassy and consular relations, and commercial due diligence. Assisted a major international NGO in re-securing a large children’s orthopedic hospital it built (with USAID assistance) owned and operated in a developing area of the Middle East. The hospital had been seized by the local governmental authority.

 

Developed and implemented a program for an international NGO which created ongoing and systematic relationships between the NGO and the US embassies and consulates in the overseas locations in which the NGO operated. These relationships permit the NGO to readily obtain U.S, Government assistance in consular, commercial and security matters, and thus operate its far-flung humanitarian services network more efficiently.

 

Assisted a European producer of environmentally friendly sustainable power generating facilities in navigating and addressing regulatory, governmental, and marketing issues in the U.S. and abroad.

 

Assisted a major agricultural producer of commercial seeds and seedlings, in concluding a joint venture with Chinese parties.
